Chief Executive Officer

    Trained as a business and finance expert, Mr. Kaupa has over twenty (20) years of progressive professional experience in the development and implementation of institutional strategies and policies at both operational as well as strategic level. 

    Mr. Kaupa has developed a successful career in strategic business and finance management, institutional re-engineering, project management, corporate governance, corporate image marketing, sustainable leadership development in both the private and public sectors. He has previously worked for the Malawi Broadcasting Corporation (MBC), Electricity supply Corporation of Malawi Ltd (ESCOM), MANICA (Mw) Ltd and the Natural Resources College.

    He holds a Master’s Degree in Strategic Management and a Bachelor’s Degree in Accountancy. He is a Certified Public Accountant (CPA) and also a Chartered Global Management Accountant (CGMA). Feston is a Fellow of the Chartered Institute of Management Accountants (FCMA) and also a Fellow of the Association of Chartered Certified Accountants (FCCA).

    He is a member of the Institute of Chartered Accountants in Malawi (ICAM) and also a member of the Malawi Institute of Procurement and Supply (MIPS).




    1. MOSES CHISALE, BSc, Doct. Pharm, CU Pharmacology

    Director Pharmaceutical Operations

    Dr Chisale has been with the World Health Organization (WHO) as a Temporary Advisor for the Essential Medicines Program and a substantive Regional Advisor for Pharmaceuticals in the WHO African Region based in the Brazzaville, Republic of Congo. 

    He has provided technical advice and direct technical support to countries in Africa for the formulation and implementation of national medicine policies with focus on regulatory and quality assurance systems, rational use, supply chain management and pharmaceutical sector governance. He has served as Pharmacist and then Principal Pharmacist at Queen Elizabeth Central Hospital.

    He holds a State Doctorate in Pharmacy from University of Dijon (France), a Bachelor of Science from University of Malawi — Chancellor College,  a Certificate in Medical French from the University of Clermont (France) and a University Certificate in Pharmacology from University of Paris VII (France).

    He has co-authored various technical documents including guidelines for the formulation of national medicine policies, training manual on the management of drugs at health centre level, various newsletters, drug price indicators and guidelines for the prevention and clinical management of snakebites in Africa.





    Director of Finance and Administration

    Mr. Kaimvi is a consummate accounting and audit professional with over 25 years of work experience in management of finances, audits, grants, human resources and general administration at senior level in the private, public and not-for-profit and non-governmental organizations (NGO) sectors. He has profound knowledge and practical experience in finance and accounting, external and internal audit, grants management including great exposure to coordination of multiple donor activities.

    He is a Fellow of the Association of Chartered Certified Accountants (FCCA) of the United Kingdom, a Certified Public Accountant (CPA) in Malawi and holds a Bachelor of Commerce in Accountancy.


    The Trust continued with ten (10) management positions between two existing directorates of Finance and Administration and Pharmaceutical Operations.




    Human Resources and Administration Manager


    Mr. Kalilangwe is a seasoned Human Resource and Administration practitioner with over thirty (30) years’ hands-on experience. He has worked in work study/methods improvement schemes, strategy formulations, performance management, policy analysis and in human resource management in general.

    He is people-centred and wants to get the best and most out of his team with minimal resources. He holds a Master in Business Administration with a bias towards Strategic Management, a postgraduate Diploma in Management Services and Information Systems and a Bachelor’s Degree in Human Resource Management.





    1. DAVID CHIMA, MBA, BSc (Com & Stat)

    Information Technology Manager

    Mr. Chima has 14 years’ experience in Information Communication and Technology (ICT), with most of it in System Administration, Network Administration, Routing, Security with ASA Firewalls, Scripting, programming, Databases (mysql), Wireless Networks, ISP Management and PABXes.

    He holds an Executive MBA with bias towards Marketing and a Bachelor of Science Degree in Computer Science and Statistics.







    1. ALFRED EDWIN, MSc, B.Tech

    Quality Assurance Manager


    Mr. Edwin has 23 years of experience in Pharmaceutical business from with international and local pharmaceutical manufacturing companies. Alfred has extensive Quality Assurance systems development and implementation and audit skills and knowledge obtained locally and overseas.

    He has also worked for a Drug Regulatory Board responsible for the control and regulation of medicines quality, safety and effectiveness, including auditing medicines manufacturers for compliance to current Good Manufacturing Practices (cGMP). He holds a Masters and Bachelor of Science, both in Applied Sciences.





    Internal Audit Manager

    Mr. Chembezi has worked with the Roads Fund Administration as an Internal Auditor after serving as a college Finance Manager with the University of Malawi. He started his career with Deloitte in 2004.

    He holds a Bachelor of Accountancy Degree from the University of Malawi and is a Fellow of the Association of Chartered Certified Accountants (FCCA), Certified Public Accountants of Malawi (CPA-M), and a Certified Internal Auditor (CIA).

    As a professional and serving internal auditor, he is a member of the Finance Committee of the Institute of Internal Auditors Malawi.









    Acting Procurement Manager



    Mr. Vincent Chilinda, B.Acc, ACMA, CPA (Mw) MBA

    Finance Manager


    He joined Central Medical Stores Trust in December 2016 as the Finance Manager.

    He has vast experience in financial analysis gained while undertaking various financial projects and reporting while with Press Corporation Limited as the Management Trainee after graduating from University of Malawi, The Polytechnic, Blantyre Newspapers Limited as the Chief Accountant and Central Region Water Board as the Finance Manager.


    Professionally, he is a member of the Institute of Chartered Accountants in Malawi (ICAM) and holds a Bachelor of Accountancy Degree from the University of Malawi, The Polytechnic. He is also a member of the Chartered Institute of Management Accountants (CIMA) and an MBA graduate from the Eastern and Southern African Management Institute (ESAMI).








    1. JOE KHALANI, MSc. SCM, BPharm (Hons)

    Warehouse and Distribution Manager

    Mr. Khalani joined the Central Medical Stores Trust in July 2012 as a Pharmacist-In-Charge and was later promoted to the current position in September 2015.

    He was initiated into his career at St. Luke’s Mission Hospital where he started off as Hospital Pharmacist.

    He holds a Master of Science Degree in Supply Chain Management from University of Bolton as well as Bachelor of Pharmacy Degree (Honours) from the University of Malawi, College of Medicine.





    1. DAVID KULEMELA, B.Pharm (Hons)

    Branch Manager, Centre


    Before his current portfolio, Mr. Kulemela joined CMST in October 2012 as a Pharmacist responsible for the Regional Medical Stores (RMS) South.

    Prior to joining CMST, David worked with Galaxy Surgical and Pharmaceutical Limited as a Pharmacist Manager. He started his career as a Pharmacy Technician with Mulanje Mission Hospital where he worked for ten years.

    He holds a Bachelor Pharmacy from University of Malawi—College of Medicine and is registered with Pharmacy, Medicines and Poisons Board (PMPB) and the Pharmaceutical Society of Malawi (PHASOM).



    Branch Manager, North

    Trained in business and supply chain management, Mr. Lichapa has 15 years of professional experience both in private and public sectors in areas of office management, marketing, import-exports management, project management, and supply chain management in developmental and emergency operations.

    He holds a Master of Science Degree in Supply Chain Management and a Bachelor’s Degree in Business Administration.






    Branch Manager, South

    A trained business management expert, Mr Issa has over 15 years professional experience in both private and public sectors in areas of general business management, strategic planning, finance, production management, service marketing, operations management and supply chain management. 

    He holds a Master of Business Administration majoring in Marketing and a Bachelor of Business Administration majoring in Accounting and Finance.
